full understanding and consent of the Sheikh and, if
possible, at his request.
i:je secono. reservation which I desire to make is
in respect of iCgweit. As at present advised, I am not
convinced that the arguments in favour of the
establishment of a protectorate in that principality are
noL entirely outweighed by the arguments against such
action, as the Government of India recognise, the
appropriate occasion is lacking: the establishment of a
formal protectorate in such circumstances would, I fear,
expose us to damaging international criticism; and, these
considerations apart, the positive and heavy liability in
which it would involve us for the defence of the
principality against all comers is one which ou^t not, I
thinu, lightly to be undertaken. It is true that at the
moment we recogjiise Koweit as an independent principality
under Brxtish protection, and that we have promised the
Sheikh our good offices (compare precis of treaties on page
165 of P.G. 13), but the extent of the obligation imposed
upon us by those -undertakings is open to question, and I
fe0 l considerable doubt whether we should, at any rate at
the present stage, seek to define it more closely. I am
inclined to think that it is better on the whole that
matters should remain as they are, and that while
endeavouring to secure so far as possible that Koweit shall
not be identified with Iraq, we should defer consideration
of the establishment of a formal protectorate until
circumstances appear to make this more clearly desirable.

know before the next meeting of the Committee his views on
the suggestion made at the last meeting by Sir Robert Clive
