Should a protectorate be declared over
Bahrein, xoweit, we think, should follow. For
though absence of a challenge from Persia would
rob us of an appropriate occasion, arguments in
favour seem hardly less strong. we are already
saddled with defence comitment, and sterilisation
of foreign powers out of Koweit would always remain
a necessity to us. indeed, should Iraq become
independent, a British-controlled Koweit would
becorae an even greater necessity,not only to us,
hat, to Koweit itself with two powerful neighbours
on her vulnerable frontiers. incidentally this
seems to be strong argument against the present
tendency to link up the fate of Koweit with Iraq,
and in favour of a reversion to Koweit'a orientation
towards India.
As regards (3), arguments m favour of
declaration of protectorate over Trucial chiefs are
(1) humanitarian impulse to put down savagery in
the form of bloodstained successions, etc. and
(2) presentation of a definite hands-off to Bin Baud.
