undertaken. it is true that at the
moment we recognise Koweit as an
independent principality under British
protection, and that we have
promised the Sheikh our good offices
(compare precis of treaties on
page 165 of PG.13), but the
extent of the obligation imposed upon
us by those undertakings is open
to question, and I feel considerable
doubt-whether we should, at any rate
at the present stage, seek to define
it more closely. I am inclined
to think that it is better on the
w.-ole wi_at masters should remain as
t,.ey are, and that while endeavouring
to secure so far as possible that
Koweit shall not be identified with
Iraq, we should defer consideration of
the establishment of a formal
protectorate until circumstances
appear to make this more clearly
