at Bushire dated 3rd and 6th April, and from the
Viceroy dated 9th April, now submitted.
1. The Viceroy's telegram goes a little
farther tnan we had in fact regarded it as essential
to go, for it had seemed possible to us here that
the question might most suitably be disposed of by
a compromise in which the flagstaff should be
removed to within the Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. grounds. The
Government of India, despite the opinions already
expressed by the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. as to the
unfortunate effect on the Arab littoral of removal
of the flagstaff, are now, in the light of the
Senior Naval Officer’s statement that the change
would not substantially affect shipping, prepared
to dispense with the flagstaff altogether, replacing
it by a smaller flagstaff, without beacons, on the
town Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. buildings. No protest against this
recommendation has-been received from Bushire, and
we may therefore, I suggest, be guided by the
Government of India regarding it.
3 * A draft letter to the Foreign Office is
submitted. They have already expressed the
opinion, in Lord Monteagle's demi-official letter to
Mr. Walton of 25th March on P. 2433, that removal of
the flagstaff possesses no value as a bargaining
counter. The Department agrees that no concession of
value could be expected from the Persians in return
for the making of this move on our part. On the
other hana, we are giving up something which we have
