Now paragraph 12 of Clive's despatch No, 89 of
the 16th February seems to show that the point of the
Persian complaint is that the flagstaff is situated on
Persian territory, outside the Residency A diplomatic office of the British Government established in the provinces and regions considered part of, or under the influence of, British India. grounds. If
this is so, it seems to us that the sooner it is removed
the better. It may be true that any sudden removal of the
flag would create a bad impression on the Arab coast of the
Gulf, but unless we are careful the Persians are quite
capable of removing it themselves, and where will our
prestige with the Arabs be then?
The Foreign Office view is that by far the wisest course
would be unostentatiously to remove the flagstaff from its
present position ourselves without delay, and set it up in
side the Residency A diplomatic office of the British Government established in the provinces and regions considered part of, or under the influence of, British India. grounds, or else, as you suggest in your
official letter, to fly the flag in future from the roof.
It seems to us important not to await further representations
from the Persian Government, only to remove it later (we
inevitably must do so sooner or later) reluctantly and
