4. His Majesty’s Government are anxious to guard
against any possibility that the application of the
new procedure outlined above may tend to develop in a
manner inconsistent with the generally accepted
principle that, as far as possible, overlap between the
various authorities in the Sulf area should be eliminatei
It is desirable therefore, that, in the application of
this procedure, the High Commissioner should normally
confine himself to comment on the practicability or
otherwise of making certain forces available for a
certain policy and should not in general concern
himself with the policy itself in any case where Iraqi
interests are not directly affected e.g. in the
ordinary affairs of the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. , Bahrein or
Muscat (except in so far as relations with Ibn Baud may
be affected). I do not wish to suggest that this
principle is not at present observed, but it seems
desirable to place a statement of the principle ‘on
record.
