There is one further point ihich arises out of
the above formula. It is generally agreed that it is
desirable in principle to eliminate as far as possible
overlap between the various authorities in the Gulf area.
In establishing any new general procedure it is as well to
bear this principle in mind lest the application of the new
procedure might tend in course of future time to develop
in a senee inconsistent therewith,
We have no doubt that, so far as you are
concerned, you will readily agree that it is understood
that, in the application of the above formula, the High
Commissioner will normally confine himself to comment on
the practicability or otherwise of making certain forces
available for a certain policy and will not wish to concern
himself with the policy itself in any case where Iraqi
interests are not directly affected, e,g,, in policy on
the Trucial Ooast, Bahrein or Muscat (eajxept in so far as
our relations with Ibn S&ud mi^it be affected), I know
that so far as you personally are concerned you would not
have the elichtest wish to be consulted on such questions,
a:d the point is only mentioned because we are legislating
for the future.
