matters are under discussion between the Political
Resident and the Mr Officer Commanding, Iraq, and the
draft formula now suggested by the Colonial Office in
the li^it of discussion with Sir Francis Humphrys.
ihe formula is, I think, a reasonable
compromise, and I have only two suggestions to offer
on it -
(a) It will be desirable to secure, if
possible, that, so far as Muscat, the Trucial Coast A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates.
and Bahrein - in which neither Iraq nor the
Colonial Office are actively interested - are
concerned, the High Commissioner should confine
himself to commaiting on the practicability or
otherwise of making certain forces available if a
certain policy was approved by the authorities
concerned, ihe object of the recent discussions in
the Varren Fisher Committee and elsewhere has been
to eliminate so far as possible overlap in this
part of the world, further confusion is inevitable
if the Hi^i Commissioner In Iraq is to submit to
the Colonial Office or to the Air Ministry ^
recommendations of the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. (drawn
up in consultation with the Government of India) as
regards the policy to be followed, say, in Muscat or

(b) Admittedly it is not easy to distinguish
