with a view to arriving a t a form of procedure which,
while it aimed at meeting the points raised in his
letter of the 31st o f May last (with which the recent
semi-official correspondence began), would also give
effect to the Cabinet decision that the Resident should
be empowered to apply direct to the Air Officer Commanding
for air assistance.
I have since discussed the question with
Sir Francis Humphrys, who, though he is anxious to co-operate
ln ar,y Plan that tends t0 expedite the conduct of official
business, feels that his office ought to be kept fully
informed of all communications passing between Biscoe and
Air Headquarters in Baghdad. This view, he told me. was
shared by the present Air Officer Commanding in Iraq.
The following formula, which, subject to your concurrence
and that of Courtney, it is proposed to communicate
of ficially 1.0 aghdad and Bushire, is an attempt to take
account of the various considerations involved:-
