to Biscoe that he is referring the matter to the Air
Ministry and has sent a copy of the correspondence
privately to the Chief of the Air Staff. In passing
it on to me he writes that he considers that Biscoe
should have addressed his despatch to me in the first
place and is informing Biscoe that he will address
further communications on the matter to me unless or
until the time arrives for the operation in question
to be undertaken.
I have discussed the question generally with
Brooke-Popham and it seems clear to us both that
Biscoe should be instructed not to address official
despatches to the Air Officer Commanding in *Iraq.
We consider that the proper procedure would be for
Biscoe to address the High Commissioner, and in a
case like this where a question of policy is involved,
the High Commissioner would inform the Colonial Office
of the proposed while the Air Officer Commanding (who
would of course receive a copy) would communicate
simultaneously
