Sir,
I have the honour to inform you that the
Government of India have had under consideration for
some time past the question of re-establishing the
authority of the Muscat State at Sur, where it has been
flouted for a long time by a tribe known as the Ban!
Bu All, under the leadership of their Shaikh, Ali Bin
Abdullah. This Shaikh has endeavoured to make out
that he is independent of Muscat. He has levied his
own custom dues at Sur and has hoisted his own flag
and has in other ways refused to admit the jurisdiction
of the State of Oman.
2. In November 1928 Sur was bombarded by one of His
Majesty's ships, and the fort was knocked down. No
steps were however taken to impose the authority of
His Highness the Sultan permanently and this action
proved Ineffective. I have been urging upon the
Government of India for some time past the desirability
on political grounds of re-establishing the authority
of the Sultan and suggested to them the possibility of
supplementing further naval action by a flying boat
which could carry out a simultaneous bombardment as
I was inclined to think that the moral effect of air
action, which had not beentried before in this part of
the world, would probably prove effective. The
Government of India however considered that unless
definite steps were taken to reinforce the authority
of the Sultan such action was not likely to have any
