and they therefore asked us to submit an estimate of
the cost of raising an additional force to strengthen the
existing Muscat Levy Corps to permit of their keeping a
detachment at Sur after it had been bombarded. The
additional cost involved came to about Rs.7 lakhs One lakh is equal to one hundred thousand rupees spread
over a period of 3 years. It is not possible for the
Muscat State to meet this expenditure and I have therefore
suggested to the Government of India that in view of the
fact that Sur is only 94 miles from Muscat it might be
possible to use land machines and to carry out, if necessary
repeated bombardments and compel the Bani Bu All to give
hostages for their good behaviour.

As my proposal was purely tentative I did not consult you
in the first instance but as you will see, I said that if
the Government of India were inclined to view the
suggestion favourably, I would then refer the matter to
you. I have now received a telegram from the Goverment
of India directing me to ask for your views on my proposal
and also enquiring whether in my opinion the proposed action
would react unfavourably on the projected Arab Air route.
I would explain that in my opinion there is no great
urgency about the matter. The present situation has
lasted for about 3 years and if it is considered preferable
to defer action to the Autumn, when climatic conditions
are more favourable, I do not think that any great harm
would be done. Further should you agree as to the
possibility of using Wapitis for this purpose I doubt
whether the Bani Bu All would in fact offer much resistance;
on the other hand it would be desirable that the machines
should remain at Muscat for a short period after
operations have been completed as a threat to the Bani Bu
Ali
