Henderson to transmit
to you the accompanying copy of. a despatch from His
Majesty*s Minister at Tehran regarding the arbitration
provisions in the draft treaties under negotiation with
the Persian Government.
2. I am also to enclose the draft of a telegram
which hr. Henderson proposes to send in reply to bir H.
Clive, and I am to enquire whether Mr. becretary Benn
sees any objection to the action proposed.
3. Similar letters are being sent to the
Dominions Office and Board of Trade, and copies of the
correspondence to the Admiralty, Air Ministry, Colonial
Office and war Office.

It includes papers concerning the question of what the terms of any such arbitration articles should be, and the question of whether or not an arbitration article should be included in the General Treaty.
In addition, this part includes some correspondence relating to the question of whether or not Iraq would be covered by Article 1 (regarding friendship and non-aggression) of the proposed General Treaty with Persia.
