Extract from telegram from Tehran, No. 104, dated
23rd April, 1930.
General Treaty. Arbitration.
. inister of Court referred yesterday to
this and saia that it would be incorrect to
assume that Persia would not sigi optional clause.
Matter was under consideration but he hoped you
woula agree to arbitration clause in treaty as
given on my despatch No. 148 of April 6th. This
he maintained merely confirmed principle of
arbitration as laid down in Article 13 of League
Covenant.

This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
