Cypher telegram to Sir R. Clive (Tehran).

My immediately preceding telegram. (Arbitration
article in treaties with Persia.)
Reference to the position of the Dominions in regard
to the question ox the arbitration of disputes with
Persia appears to be unnecessary, since it is contem
plated that both the General Treaty and the Commercial
Treaty shall be signed on behalf of Great Britain and
hoi them Ireland and India only, and in any case it would
not be desirable, without consultation with His Majesty's
Governments in the Dominions, to make any statement on
their oehalf to the Persian Government in regard to
arbitral arrangements. Should the Persian Government,
hoi,.over, raise the matter either generally or in connexion
with the provision included in the draft Commercial Treaty
whereby the Dominions may accede to that Treaty, there
would ce no objection to your stating that, while you
cannot speak on oehalf of the Dominion Governments, it
may oe observed that the Dominions, like the United
Kingdom and India, have signed declarations of acceptance
of the Optional Clause.

It includes papers concerning the question of what the terms of any such arbitration articles should be, and the question of whether or not an arbitration article should be included in the General Treaty.

In addition, this part includes some correspondence relating to the question of whether or not Iraq would be covered by Article 1 (regarding friendship and non-aggression) of the proposed General Treaty with Persia.

This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
