Regarding second paragraph of Art. 1, Minister argued
that unless it was a fact that His Majesty's Government
remained responsible for behaviour of all neads of the
State mentioned in list including the King of Irak, Persia
would be undertalcing unilateral engagement as far as these
states were concerned. He asked me to point this out to you
in order that position should be made clear.
2, Regarding Art. 3 paragraph 2 Minister said he
wished you to understand that Persian Government were pre
pared to give all facilities to His Majesty’s ships and did
not want to insist on permission to visit Persian ports
being obtained through diplomatic channel but he did not
want this put into the treaty or in a protocol. He said
that if this were included in the treaty everyone would
say that nothing had been changed and that the British
would simply continue to treat Persian ports as their own.
He knew this was not so but he had to consider effect of
treaty on the public when published. He would submit to
me at our next meeting proposal which he hoped would be

It includes papers concerning the question of what the terms of any such arbitration articles should be, and the question of whether or not an arbitration article should be included in the General Treaty.

In addition, this part includes some correspondence relating to the question of whether or not Iraq would be covered by Article 1 (regarding friendship and non-aggression) of the proposed General Treaty with Persia.

This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
