With reference to the letter from this Department *
Ho* 4369/19/34 of September 13 t I am directed by Mr*
Secretary Henderson to transmit to you the accompanying draft
of a despatch to His Majesty’s Minister at Tehran, regarding
the arbitration provisions of the treaties at present under
negotiation with Persia*
2. In view of the fact that the whole policy of His
Majesty’s Government in regard to general treaties of
arbitration is now under review, as a consequence of the
signature by His Majesty’s Government of the optional clause
of the statute of the Permanent Court of International Justice,
it appears necessary to defer consideration for the present of
the new proposal of the Persian Government regarding
arbitration contained in paragraphs 37-39 of the letter of
the 20th August addressed by the Persian Minister of Court to
Sir Robert Clive, a copy of which was enclosed in the letter
under reference*
3. Mr* Henderson will be glad to learn at an early date
whether the Secretary of utate for India concurs in the
terms of the enclosed draft*
4. similar letters are being addressed to the Dominions
Office, Board of Trade, Admiralty and Colonial Office and
copies of it are being sent to the war Office and Air Ministry*
