Dear Mr. Walton,
As you know, we were desirous some months ago
of obtaining a concession for the unallotted portion of
the Bahrain Group of islands. We appeared to be on the
point of obtaining this when the Shaikh requested a post
ponement of negotiations for twelve months, owing to the
difference which had arisen between him and the Shaikh of
Qatar regarding Zubarah 18th-century town located 105 km from Doha. .

Inf ormati on now reaches from Bahrain to the
effect that the Shaikh would.- in,.ajl probability be willing to
give us all the unallotted territory, on terras already
substantially agreed between him and Major Holmes, acting on
our behalf, provided that a clause be inserted in the
concession agreement that n no effort would be made to develop
the oil resources of the Zubarah 18th-century town located 105 km from Doha. area".
Zubarah 18th-century town located 105 km from Doha. is, of course, on the mainland of Qatar
and therefore included in our Qatar concession. As
have ratified that concession (with its description of the
area covered, and its map attached) we assume your view to be
that Zubarah 18th-century town located 105 km from Doha. is part of the territory already granted us by
the Shaikh of Qatar. Thus if we give the undertaking now
asked for by the Shaikh of Bahrain we should appear to be
asking for the same territory twice over, and also, .by
implication, admitting the. B Jirain claim to Zubarah 18th-century town located 105 km from Doha. , which
would be hotly’’Tesehted by the .Shaikh of Qatar.

The file concerns negotiations with Petroleum Concessions Limited (PCL) over oil concession rights in the Bahrain Unallotted Area (also referred to as the Additional Area), i.e. those parts of Bahrain territory not forming part of the concession awarded to the Bahrain Petroleum Company (BAPCO) in 1925. The negotiations principally concerned Muharraq Island and an area around the other islands to the north of Bahrain, and the sea area to the east of Bahrain, including Fasht Dibal [Fasht ad Dībal] and the Hawar Islands.
