4. The question of flying facilities for the P.C.L. was
then din cussed. Major H. 1 s general idea seemed to be
that the P.C.L. might establish a sort of centre in Bahrain
in touch by air with the other areas, chiefly the Trucial
Coast. 1 pointed out that the Rulers of Kuwait, Bahrain
and Muscat had forbidden private flyers to fly over or land
in their territories. The idea of this was to prevent
single-engined machines flying down the Arab Coast which
is unsuitable for such machines, and it might be possible
to obtain permission for commercial planes of the P.C.L.
to fly over these areas. (There is no mention of flying
rights in the B.P.C. concession, and they do not require
such rights since their area of operations is a small one,
while P.C.L., if they obtain all the concessions they want,
will cover the whole of the Arab coast of the Persian
Gulf).
5. On the assumption that the P.C.L. would obtain
their concession 1 raised the question as to whether their
drilling operations would interfere with those of the
B.P.C. r . whether their wells might not tap the latter’s
supply. Such a state of affairs had, I understood, occurred
in some Oil-field where two rival Companies were operating
side by side. Major H. said that to meet such an
eventuality he had inserted a new paragraph instead of
the present one under Article 22 of the proposed Leased
Area concession which he had shown informally to Mr.
Skinner who had agreed that it was satisfactory. The
last words of this paragraph read as followss
