Mini^<'r himself inclined to the same opinion, but a fortnight later the
necessity had passed as the Grand Vizier issued the necessary orders above
referred to.
13. It transpired during the correspondence on this subject that one of the
reasons for the Persian Government adopting a firm attitude on the question was
due to their having been placed in a false position owing to alleged differential
treatment by the Assistant Surgeon at Lingah which led to both French and
Russian representatives complaining to the Persian Government. Free pratique,
it was reported, had been given to an English vessel from Bahrein while a
Russian vessel from Basrah whose papers were identical with those of the
English ship and on which there was a French passenger, was quarantined. It
was also suggested by Sir A. Hardinge that our future quarantine arrangements
would probably receive greater respect from the Persians, if Europeans were
substituted for the subordinate assistants composed of Natives and Eurasians.
The Government of India readily agreed, and proceeded to effect the change
which was completed in May 1905.
