that we should yield if they were only firm enough and that he would then
obtain credit tor having achieved a ceremonial victory over the Vicerov.
The Governor of the Gulf Ports has asked me to demand at Tehran the
suppression of the local newspaper Mazafen and the punishment of its editor
whom he has already himself bastinadoed for some misstatements, believed to
have been inspired by the Ala-ed-Dowleh, about the Viceregal visit I have
replied that we cannot, consistently with our dignity, demand the further
punishment of the man, and that his articles are not libellous nor of a nature
to constitute a press offence as we understand it. The Salar-i-Moazzam’s object
undoubtedly is to draw the attention of the Tehran Government to these
rather foolish newspaper comments, and to strikethrough them at Ala-cd-
Dowleh.

. Bush ire incident. Please see your telegram of the 18th January. His
Majesty’s Government will await the me dpt of your despatch before giving
effect to the telegram already sent to Mr. E, Grant Duff for Sir A. Hardinge’s
guidance, of which the following is the substance :—
Begins —It is not a matter in which we can demand a formal apology.
International practice does not justify the claim that the Viceroy should "be
treated as representative of Sovereign when visiting dominions of an independ
ent Sovereign at whose Court His Majesty is represented by an accredited
Envoy. No more could be asked than that the Viceroy should be treated as an
official of the highest rank. Under the terms of the Turkmanchai protocol, an
Ambassador is to be met by the Governor of a Province and conducted to a
prepared lodging which is the ceremonial insisted on by the Shah. There is no
precedent for the claim that Governor should conduct Eoreign Official of
whatever rank to the Consulate of his country and there pay first visit. Such
a precedent, if created, would apply to Russian high officials. It would he an
extremely difficult argument that there was any want of courtesy in the prog
ramme proposed by the Shah as it was accepted in the Viceroy’s telegram of the
29th October to Mr. Grant Duff which was communicated to the Persian
Government and has been produced here by the Persian Minister.
It has been thought best to say, in reply to the communication made by the
Persian Minister complaining of the Viceroy’s want of consideration, tnat His
Majesty’s Government share in the disappointment of the Persian Government
at the failure of the visit, that they appreciated the Shah’s desire to accord His
Excellency a reception suitable to bis rank, but that unfortunately arrangements
on the spot were not such as correspond with that intention, that it is difficult
at this distance to discuss details, but it is clear that the Viceroy who remained
on board two days in a heavy sea was animated with best intentions and that
His Majesty’s Government feel that the responsibility for the failure rests
with the Persian authorities, without blamiug any individual. Atteution is
called to omission of Ala-ed-Dowleh to return visit of British Admiral as
requiring apology.

The despatches and correspondence in Part III include correspondence from the Government of India in the Foreign Department, the Secretary of State for India, and the Viceroy; addresses and speeches by Curzon; and notes of interviews between Curzon and local rulers.
Mss Eur F111/531-534 consist of four identical printed and bound volumes. However, the four volumes each show a small number of different manuscript annotations and corrections.
