some of the men having already returned to
British territory, the Governor ordered that the
advances of grain, &c., which had been given
to them, should he recovered from such of
the Hazaras as remained in the district. The
officials told off for this duty have been
plundering the Hazaras, who will probably
now return to British territory in large
numbers.
Kabul .—It is rumoured in Kabul that
the Russians have strengthened their garrisons
across the Amu River, and that the Amir has
issued orders for the strengthening of Afghan
posts on the Oxus border.

an Afghan refugee, who has for many years

ment, has been given permission by the Amir
to return to Afghanistan. He passed the
Khyber en route to Kabul on the 16th Septem
ber, accompanied by about 150 followers.
The Amir has applied for a payment of
32 lakhs One lakh is equal to one hundred thousand rupees of rupees Indian silver coin also widely used in the Persian Gulf. on account of his subsidy,
and explains that this large demand is to meet
expenditure on the works of defence at Jabl-us-
Seraj (see last few Journals). In January last
(see Journal for that month), SirL. Dane, when
discussing the new Treaty with the Amir, in
formed His Highness that the payment of
arrears would he spread over a term of years,
hut the Treaty was eventually signed without
anything definite being settled on this point.
The Amir’s application is under consideration.
The Amir has started on a tour to Ghazni,
which, it is expected, will last about six weeks.
Malik Khuda Bakhsh, the British Agent at
Kabul, has been permitted to accompany His
Highness.

The volume contains printed monthly memoranda of information received by the Government of India 'regarding external affairs relating to Persia' for the months of January to December 1905 inclusive (folios 4-57); and memoranda of information received 'regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India', for the months of January to December 1905 inclusive (folios 58-150). A note accompanying each memorandum states that they are 'based upon reports, the accuracy of which it is not always possible to guarantee'.

The memoranda relating to Persia, divided into sections concerning Tehran, Bushire, Shiraz, Arabistan, Henjam, other locations in the region, and general matters, include information on political affairs, Russian influence, arms, quarantine, shipping, the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , telegraphs, oil, loans, law and order, British post offices in Persia, and customs.

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
