wholesome effect on the tribal jirga, who

November in a most submissive frame of
mind, aud came to a settlement about the
claims outstanding against the tribe. The
total amount of the claims, including fines and
compensation, amounts to 12,000 Kabuli
rupees Indian silver coin also widely used in the Persian Gulf. ; and as the jirga were unable to pay this
at once, they were allowed a few days’ grace
to return as much stolen property as possible,
and to collect a sufficient number of rifles for
deposit as security for the balance of the claim,
until such time as they can produce cash.
The jirga was also informed that, owing to the
misbehaviour of the tribe, their allowances
w r ould be withheld until April, when, should
they behave well in the meanwhile, the allow
ances will be paid.
On the 24th October, when a surveyor
w r as working at Spingawi, on the ridge to
the north of the Peiwar Kotal, on the
border, a number of Afghan sepoys Term used in English to refer to an Indian infantryman. Carries some derogatory connotations as sometimes used as a means of othering and emphasising race, colour, origins, or rank. came up
and peremptorily ordered him to depart,

Bannu .—Bannu was the scene of a fana
tical outrage on the 16th November, which
resulted in the death of Ciptain J. W. E.
Donaldson, R.F.A., Brigade-Major of the
Bannu Brigade. Captain Donaldson, with
some other officers, went to meet the
31st Punjab Infantry who were marching in,
and when returning he was shot through the
lungs by a pistol fired by a Sultanai Shahi
Khel Mahsud, wffio had concealed himself
behind a low wall just outside cantonments.
The ghazi was arrested, tried under the
Murderous Outrages Act, and hanged.
Waziristan .—The dispute between the
Mullas Powindah and Hamzulla (see last
Journal) was due to a difference of opinion
between them, the former holding that it was
lawful to maintain peace with Government
and to draw allowances, and that it was not
compulsory for the tribesmen to leave the
country occupied by Government. The latter
held the opposite view, and on the matter
being discussed at a meeting of all the literate
Mullas in the country, the verdict was given
in favour of the Mulla Powindah.

A note accompanying each memorandum states that they are 'based upon reports, the accuracy of which it is not always possible to guarantee'.

The memoranda relating to Persia, divided into sections concerning Tehran, Bushire, Shiraz, Arabistan, Henjam, other locations in the region, and general matters, include information on political affairs, Russian influence, arms, quarantine, shipping, the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , telegraphs, oil, loans, law and order, British post offices in Persia, and customs.

The memoranda regarding affairs on and beyond the North-West Frontier Region of British India bordering Afghanistan. of India include similar information on Khorasan, Seistan [Sistan], and Baluchistan.
