( 8 ) There is reason to think that the major oil
groans who now control the concessionary position in
the Middle East already appreciate theneedfor long
term planning and have the necessary financial and
technical competence for the task«
(9) There should consequently he the fullest
recognition of the practical significance of these
considerations by the official authorities who will
have the several tasl^s of
(a) Determining in the post war settlement, the
weight to be attached to British interests
in the Middle East, and the means necessary
to safeguard them*
(b) Representing British interests in the
Middle East under subsequent peace
conditions,

(10) So far as (b) is concerned it would appear
that the reconciliation of all interests in harmony
with a policy designed to safeguard the economic well
being of Great Britain in the not very distant future
demands an official conception of long term planning
complementary to that which will devolve on the oil
groups themselves, and to call for
(a) strict unification of Middle East policy
between the various Government Departments
concerned,
(b) continuity of policy on non-party lines,
(c) collaboration with, and support of, the.
major oil groups concerned within the.limits
of their legitimate concessionary activities*
