cases the ultimate sanction to which the Government
can turn. Though open to criticism, the practice
is, I am assured, in suitable circumstances and
with the safeguards laid down, the most effective
method of maintaining order and the least costly in
human life. • _rThe casualties on such occasions are
usually negligible if not non-existent, and as ..
time goes on, the occasions requiring the use of this ^
sanction become progressively rarer.
(iii) The conditions under which air action is Used .
The conditions which must be fulfilled before
punitive air action is authorised and which have always
been observed, were formally defined and-laid down in
19U3 as follows:-
(1) Air action is a sanction which must be used
sparingly and only when no milder alternative
form of punishment is likely to be effective.
(2) It should not be used without giving delinquents
an option of avoiding it by making submission
and giving adequate guarantees of future good
behaviour.

(3) There should be clear and specific charges v/hich
the offenders should be required to answer
before any penalties are imposed upon them.
(U) ,Vhen the culprit is a Treaty Chief it is
important that action .against him should if
ti , + possible avoid breach between Government and-
his tribe as a whole.
In regard to the incident on the Ahwar-Habban road the
Governor reports that the first three conditions are
fulfilled while the fourth does not apply-
