enough before, and from the first I have been clamouring for
tie employment of one or more British officers to organise the
Governor General T s "army". I do not suggest that they should
be in direct command, but on|)y in somewhat the saml relation
to their force as are thei "Inspecting Officers" of the Im
perial Service iroops in India, which whilst giving thani all
the necessEry controlling and supervisory authority, would
avoid hurting the susceptibilities of the local authorities.
But this proposal does not apparently meet with the
approval of H.M.G. Whether they are pinning their whole faith
on the Swedish gendarmerie 7 I do not know* or whether it is that
they fear that the introduction of British officers into the
neutral zone may provoke some counter-claims (in the part of
Russia: at any rate they seem disinclind to allow the employ
ment of B.Officers in this part of the world. This seems* to
me a great pity. No doubt an officer of sore other power
(whether Swedish or someone else) could be found to do the job
well enough. But no other country can supply quite the same
class of man as we can, and no other country has theh same
interests to safeguard in southern Persia.
Tha 1 is how the matter now stands, and that is the
principle measure regarding which I am anxious, and whose ad
option I am pressing. There are other things of course, but

The majority of the correspondence covers matters relating to Persia [Iran], including: various railway projects, including the Baghdad Railway and the proposed Trans-Persian Railway; British Policy in Persia; Russian, German, and Turkish activities in the region; the military campaign in Mesopotamia; the chaotic situation in Southern Persia; and Major Terence Humphrey Keyes' mission to the Mekran [Makran] region. The correspondence with Charles Yate (folios 134-139) discusses the effort to pass the Bird Plumage Prohibition Bill through Parliament.
Additionally, the papers include forwarded reports, memoranda, newspaper cuttings, etc., all relating to Persia and the wider region, often with requests for Lord Curzon's reviews and opinions.
The French language material consists of the letter from the engineer, Charles Brouard.
