The Marquess of SALISBURY: My
Lords, I should like to take this oppor
tunity of asking the noble Marquess a
question. This is the first occasion on
which we have been in this session seised
of the Government of Ireland Bill, but a
rumour has reached us that there is another
Bill on the same subject which the Govern
ment propose to introduce into your Lord-
ships’ House, a measure vitally altering
the Bill to which the noble Marquess has
just asked your Lordships to give a First
Reading. Generally speaking this House
has been treated by the Government with
contumely, but on the present occasion
we are exalted to a very high honour ; and
the question I should like to put to the
noble Marquess is, How soon may we have
the honour of seeing what is known as the
Amending Bill which in another place the
Government have foreshadowed ?
The Marquess of CREWE : I can take
no exception to the question which has
been asked by the noble Marquess. He has
assumed, if I may say so, a sort of semi
official ignorance of a fact which I think
is generally recognised as public property,
being founded on a statement by the Prime
Minister—that it is the intention of the
Government to bring in a second Bill
dealing with the same subject as this Bill,
but on somewhat different lines. The noble
Marquess asks me to tell the House when
that Bill will be brought up.
The Marquess of SALISBURY:
Brought in.
The Marquess of CREWE : The noble
Marquess is quite right—when that Bill
will be brought in. I am not in a position
to give a definite answer to that question.
My hope is that when that Bill is brought
in it will be brought in as the result of
preliminary conversation and agreement
between the different parties concerned.
More than that at this moment I cannot
say. That implies, of course, that in the
necessarily considerable interval which
must elapse before it can be brought in
further efforts will be made^ to arrive at
such agreement as can be translated into
the terms of a Bill.
We are now about to adjourn, if the
House agrees, for a considerable period of
repose. The suggestion is that the House
should meet again on June 15, but I do
not propose to put down for Second Read
ing either this measure or any other measure
of importance during the first week after
the House reassembles. It is possible,
however, that in the subsequent week—
the week commencing on June 22—I may
ask your Lordships to take the Second
Reading of one or other of our important
Government Bills. That is all the informa
tion which I can give to the noble Marquess
at this moment.
The Marquess of SALISBURY : I am
much obliged to the noble Marquess. I will
only add, in order to avoid misconception,
that with regard to the dates he fore
shadows—the second week after the re
assembling of your Lordships’ House—it
is impossible in the absence pf my noble
friend Lord Lansdowne to enter into any
engagement or agreement of any sort or
kind as to when these Bills will be effec
tively taken.

the noble Marquess who leads the Opposi
tion left London I had an opportunity of
some conversation with him, and we
agreed that we on this side would not
attempt before we adjourned for the
Whitsuntide recess to name any particular
date on which the measures will be taken,
but I thought it courteous to noble Lords
opposite to state the course which we
shall probably wish to take when we
reassemble.
