ilinister,
Mohammed Said has row sent me cfficial letter renewing
plea for postponement of Lord Milner*s Mission. following is
substance of main Paragraphs ,
Political atmosphere unfavourable, renewed activity of
Zacamoul’s party having created opinion distinctly hostile to
Mission. Under cover of Syndicalism groups have organized with
object of provoking general strime or insurrection at worm of
command ,
Syndicalist movement is of serious importance and information
shews it to be closely connected with extremists who can direct
it. (Group undecypherable) To my knowledge latter are organizing
a mass movement for Lord Milner’s arrival.
Disturbances can be suppressed by troops but there will be
bloodshed which should be avoided and all the more so as it forms
part of programme of opposition, who consider it most effective
means of attracting attention to Lgyptian situation.
Successful propaganda ci extremists represents the mission
as dangerous manoeuvre of Great Britain to influence Peace Congress
Any further discussion of Protectorate not yet accepted by all
Powers wil 1 be stopped by statement that agreement has been
