The Turkistan Military District, which includes the
whole of the country dealt with in this report, has its
headquarters at Tashkend, where the Governor-General,*
who in addition to being the chief civil authority commands
the troops, has his official residence. He has a personal
staff and is assisted by the District Military Council,
which is composed of the Assistant to the Governor-
General (nominated by the War Minister) and the heads
of the first five departments of the District Staff. The
latter is composed as follows :—

The troops quartered in the district, in common with
the rest of the Russian Army, are classified as field,
ieserve,| fortress, and local troops. Field troops are in
most cases permanently maintained at a strength not far
short of war strength, and are, with a few exceptions,
grouped in brigades of infantry, cavalry, or artillery,
and are organized as two army corps, in addition to
a garrison in Semirechia. Reserve troopsf are main-
