correspondence on the subject, I find it necessary to
establish the fact that the Persian Government and the
officials of my Government are entirely free from the
allegation made in that honourable Legation^ note of
Aban 15th (4th November, 1930) regarding the non-maintenance
of the ^status quo f * and to state that no action against
the undertaking mad© for the maintenance of the conditions
existing before September 9th, 1929, has been taken by the
officials of the Persian Government. Contrary aetions,
however, as well as a breach of the undertaking have been
made by the Consular officers of the honourable British
