3. The Foreign Office have now sent over a demi-
official draft. From our point of view it is, I think,
entirely satisfactory (though compare the point dealt
with in the following paragraph), and the Foreign Office
have tried to meet us fully ty embodying our suggestion
as to tactics, and in particular as to the desirability
of pressing for tactical reasons for early repayment of
the Persian debt.
The one point on which one feels any shadow of
doubt is the reference to Ta..;b and Abu husa in paragraph
5 of the draft. But it may, I think, stand. '.That we
are chiefly concerned with at this stage is the principle
on which the Bahrein settlement is to be reached. If
the Minister of Court proves ready to abandon his claims
^0 ..ahrein in return for cession of a portion of the
deft, agreement as regards Tamb and Abu ."usa could be
aimed at on the basis of ceding an additional portion.
If the minister were to demand the whole of the debt in
excnange for Bahrein, we might, I think, reasonably press
onau Iamb and Abu ...usa should be thrown in as well. The
actual line to be taken as regards these Islands may j
therefore, it is suggested, wait until Sir Robert Olive has
explored further the exact implications of Taimourtache' s
offer, and supplementary instructions can be sent to him.

The volume covers the interdepartmental discussion over a number of matters relating to Persia's claim to Bahrain, including Persian representation on the island, changes to passport regulations, the question of establishing a British protectorate, Britain's relations with the Arab Shaikhs in the Gulf, the effort to prevent smuggling from the Persian mainland, Persia's relations with the Soviet Union, and how to respond to the Persians, particularly their appeal to the League of Nations in 1927.

The volume deals with the campaign in the Persian press for their historic claim and against British interference in Bahrain. Extracts and clippings from Persian and British newspapers are included throughout the volume.
