December flagged A below. The original papers have been
submitted separately, and are understood to be
with the Secretary of State.
Since the Dote was agreed between the
two Department^ there has been the further development
that the question
(a) ^-establishing a Protectorate over Bahrein.
(b) ^ securing from the Sheikhs an appeal
against the Persian claim addressed to
us, .and asking for our good offices
with the League hn.o boon rai'O-eti.
(The position as regards these is that txie Government
of India, this Department, and, it is understood^ the
Foreign Office, are opposed to (a), but in favour of
(b). The Air Ministry will accept (a) or (b). On the
whole there seems no reason why the fact that tnese
alternatives are under consideration should involve
any modification in the terms of the draft ^ote, and
the Foreign Office are understood to agree as to this,
We are at this stage concerned solely to repudiate tne
Persian claim without defining too closely our own
position in relation to Bahrein; and an appeal from the
Sheikhs ( if that course finally commends itself to
His majesty’s Government) can most suitacly follow

The volume covers the interdepartmental discussion over a number of matters relating to Persia's claim to Bahrain, including Persian representation on the island, changes to passport regulations, the question of establishing a British protectorate, Britain's relations with the Arab Shaikhs in the Gulf, the effort to prevent smuggling from the Persian mainland, Persia's relations with the Soviet Union, and how to respond to the Persians, particularly their appeal to the League of Nations in 1927.

The volume deals with the campaign in the Persian press for their historic claim and against British interference in Bahrain. Extracts and clippings from Persian and British newspapers are included throughout the volume.
