lasted a hundred years # and not to put an end to what
seemed to me a quite unnecessary source of disagreement
between the two Gowemments sriein* out of a Persian claim
which it was utterly ireoossible to substantiate.
His Excellency asked whether I had any particular
euggeetion in mind for regulating the question. I said that
I might make a suggestion if it was distinctly understood
that it was a purely private one and did not commit mn or
His Majesty's Government to its adoption or Hi« Excellency
to its acceptance # whatever his answer might be. On his
signifying hir, agreement with this, 1 inquired whether the
Persian Government, which would yield to no argument, would
accept a ruling by some third agency An office of the East India Company and, later, of the British Raj, headed by an agent. , e.g. an arbitral award
and whether in hi a opinion his Gorcmmont would agree to a
submiseion to arbitration of the Persian claim. His
Excellency replied that in his personal opinion the answer
to both questions was in the affirmative. I sddtd that there
was no doubt that the award would be against the Persian claim
and that the arbitration might cost the Persian Government a
not inconsiderable auv of coney. His Excellency admitted
this but said that it did not modify the reply which he had
given to me.

The volume covers the interdepartmental discussion over a number of matters relating to Persia's claim to Bahrain, including Persian representation on the island, changes to passport regulations, the question of establishing a British protectorate, Britain's relations with the Arab Shaikhs in the Gulf, the effort to prevent smuggling from the Persian mainland, Persia's relations with the Soviet Union, and how to respond to the Persians, particularly their appeal to the League of Nations in 1927.

The volume deals with the campaign in the Persian press for their historic claim and against British interference in Bahrain. Extracts and clippings from Persian and British newspapers are included throughout the volume.
