The payments authorized by the Commission
against the Monthly Moratorium Account up to 27th
July amounted to Tomans 10,000 Persian dinars, or a gold coin of that value. 277,351-1-15 cents, out of a
total sum of Tomans 10,000 Persian dinars, or a gold coin of that value. 336,844-5-30 cents placed at
their disposal to that date (including proceeds of
the July instalment of £30,000). A balance remained
at disposal of the Commission on 27th July of
Tomans 10,000 Persian dinars, or a gold coin of that value. 59,493-4.15 cents.
The payments authorized by the Commission
against the Retroactive Moratorium Account up to
27th July amounted to Tomans 10,000 Persian dinars, or a gold coin of that value. 274,521-9.50 cents out
their
of a total sum placed at disposal of Tomans 10,000 Persian dinars, or a gold coin of that value. 831357-9.50
cents. A balance remained at disposal of the Commiss
ion on 27th July of Tomans 10,000 Persian dinars, or a gold coin of that value. 556,836-0.25 cents. There

to the Commission on account of the Retroactive
Agreement.
The claims of all the Government Departments
upon this Retroactive Account have now been lodged
with the Commission and are under examination; and it
has been ascertained that the admissible claims will
not exceed the amount at disposal of the Commission.
But as the Commission decided on 27th July to grant
a temporary advance to Government, in conformity
with an arrangement between the British, Persian, and
Russian Governments, of Tomans 10,000 Persian dinars, or a gold coin of that value. 100,000 out of the
Retroactive Moratorium Account, it will not be able to
meet these claims in full until it is again in possess
ion of the Tomans 10,000 Persian dinars, or a gold coin of that value. 100,000, and of Tomans 10,000 Persian dinars, or a gold coin of that value. 80,000 above-
mentioned. It is, however, proceeding to pay without
further delay an instalment of 60% of the amount of
each claim examined and approved.

  • The practicalities of making back payments to Persia for loan repayments made during the period of the moratorium
  • The inability of the Russian Government to meet their share of payments
  • The formation in early 1916 of an Anglo-Russian Financial Commission within the Persian Government to oversee financial matters.

The papers include six-monthly reports produced by the Anglo-Russian Financial Commission from August 1916 to October 1917.

The correspondence is principally between officials at the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and Foreign Office but further correspondence, usually included as enclosures, comes from officials at the Colonial Office, Treasury, British Legation in Tehran, and the Governments of Russia and Persia.
