The Commission decided on 18th June not to
consider any claims in connection with arrears of
n
the old Gendamerie till after complete verification
of all the financial Accounts of last year. The
claims for arrears of the new Gendarmerie were
examined and payment authorized.
The Commission authorised payment in June and
July of the additional
Tomans
10,000 Persian dinars, or a gold coin of that value.
10,000 for the Civil
List of H*I.M. the Shah, referred to in last report,
under reserve of right to discontinue* this allowance
ajr pleasure •
The Council of Ministers having found it
desirable to avoid the undignified position which
sometimes arose from the fact that its demands for
payment of claims are liable to refusal by the
Commission, the claims are now sent by the Council
of Ministers simply for consideration and the
Commission invites application for payment of those
approved by it.
The Commission, on 26th June, decided that it
has power to authorize payment of claims on the
Moratorium Accounts without sanction of the Minister
Finance, but that it will, in any such case, duly
notify the Minister of Finance.
The President of the Council of Ministers had
invited the Commission to draft proposals for extens
ion of its powers, but on 26th June directed the
Commission to suspend its labours in this direction,
stating that adequate extension of powers will be
*
granted concurrently with conclusion of a satisfactory
arrangement with the British Sc Fussian Governments
regarding taxation of foreigners.
The Commission has latterly been engaged, on the
invitation of the President of the Council of
Ministers, in elaborating proposal for reform of the
law
