Correspondence, minute papers, and memoranda concerning financial assistance, in the form of a moratorium on debt payments, given to the Government of Persia by the governments of Britain and Russia. The papers form part of the discussion of a number of related matters, including:

  • The practicalities of making back payments to Persia for loan repayments made during the period of the moratorium
  • The inability of the Russian Government to meet their share of payments
  • The formation in early 1916 of an Anglo-Russian Financial Commission within the Persian Government to oversee financial matters.

The papers include six-monthly reports produced by the Anglo-Russian Financial Commission from August 1916 to October 1917.

The correspondence is principally between officials at the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and Foreign Office but further correspondence, usually included as enclosures, comes from officials at the Colonial Office, Treasury, British Legation in Tehran, and the Governments of Russia and Persia.
