reference, and to say that My Lords share the hope
of the Russian Government that it .may prove possible
after negotiations at Tehran to reduce the amount of
these subsidies.
I am to point out that by this arrangement
Indian revenues are relieved of the liability which
the Secretary of state for India in Council agreed'to
assume in sir T. Holderness' letter of the 23rd
February last (see Foreign .Office letter No. 36431^6
of 9th March) to provide one-half of the Russian
advances to Persia at such rate of interest as His
Majesty's Government might arrange with the Russian
Government.
As Sir E. Grey is aware, the rate of interest
which that Government has undertaken to pay on these
advances in respect of the period up to 31st March
last is 3%, though a book credit of 6 % will be
obtained thereafter; My Lords presume that Mr.
Secretary Chamberlain will be prepared to accept as a
charge on Indian Funds one half of the loss entailed
by making advances up to 31st March at a rate of
interest below that at which the money was raised.
I am, etc.,
(Signed) T. L. Heath.

The papers include six-monthly reports produced by the Anglo-Russian Financial Commission from August 1916 to October 1917.
