the Treasury letter of 30th July 1912 difficulty must be
anticipated in inducing that Department to share in the
extra cost now entailed. On the other hand it is clear
that the extra charges must be met, and when the Government
of India’s promised communication, which should be
expedited as far as possible, is received, it will be
necessary to present as good a case as possible to the
Foreign Office. Meanwhile I doubt if there is any advantage
in addressing that Department.
