The qaeetion of raids into and from
Transjordan
Used in three contexts: the geographical region to the east of the River Jordan (literally ‘across the River Jordan’); a British protectorate (1921-46); an independent political entity (1946-49) now known as Jordan
was
discussed at Ihn Sa’ud’s request. He prefaced the discussion
with a statement to the effect that he had no desire to enter
into a discussion of the long and complicated history of the
Tribunal which had been set up, first at Ma*an and subsequently
at Jericho. The plain fact was that that tribunal had not
been a success; indeed its efforts to arrive at a settlement
had served to reveal that it was futile to try to liquidate
the outstanding claims by means of a formal court, and he had
come to the conclusion that some more summary form of trial
was necessary. He wished therefore to suggest that the claims
be settled by arbitration. In his opinion, the best procedure
would be for HJI.G. to appoint an arbitrator with lull posters
to call for and hear evidence as and when he pleased, and then
to deliver judgment. It should be a condition of this
proposal that the arbitrator should in no way be connected with
the Governments of $ejd or
Transjordan

Governments should formally pledge themselves to abide by the

to make. On the assumption that the settlement oi claims
arising from past raids was to be made the subject oi
arbitration as outlined above, it would be detir ble, for the
future, to devise some means by which the occurrence o raids
in the future might be speedily and aoourately reported to the
authorities. He wiehe* to suggest, for oonsideration,
the appointment of a British offioiel. in some such convenient
station as Ma’an, whose task woulo be, a ion, , to
receive, check and co-ordinate information about raids, and

Related matters of discussion include the following: Gilbert Clayton’s mission; a conference agreement with tribunal representation; relations between Iran and Nejd relating to refugee issues; the British mandate; the railway in the southern part of Nejd; Mullah Hafiz; the Bahra agreement; the Hada Agreement; the Jeddah Agreement; and conflicts and riots between Iraq and Nejd around the frontier.
