the cognisance and approval of their lawful ruler. In particular,
they undertake to abstain from offering presents, either in money
or in kind, to refugees from the territory of the other State and to
look with disfavour on any of their subjects who may seek to entice
or encourage foreign tribesmen to come over into their territory.
Article 3.
Tribes or portions of tribes who elect to move their residence
from the territory of the one State into the territory of the other
will be required to offer a substantial guarantee or a satisfactory
guarantor to the Government of the territory into which they wish
to immigrate, which guarantee will be liable to confiscation should
the tribes or portions of tribes carry out any raid into the territory
from which they have emigrated.
Tribes or portions of tribes who have moved their residence from
the territory of one of the two States into the territory of the other
State before the conclusion of this Agreement, and who have carried
out raids into the territory in which they formerly resided, will also
be required to offer a guarantee or guarantor, as provided in the
first paragraph of this Article.
Article 4.
A special tribunal consisting of tribal representatives of both
Governments, nominated by ‘Iraq and accepted by Nejd, and vice
versa, and a third person nominated ad hoc by an impartial authority
to be agreed upon by the two Governments, shall be constituted
and will sit from time to time for the purpose of examining the
ciicumstances of any raids w'hich may be perpetrated from either
side of the frontier and of deciding on the compensation which may
be due.
Article 5.
The two Governments undertake to abstain from entering into
direct correspondence on official or political matters with the Sheikhs
or subordinate officials of the other Government.
Article 6 .
The forces of either Government shall not pursue offenders across
the frontier except by mutual agreement between the two Govern
ments.
Article 7.
Sheikhs holding an official position under one of the two Govern
ments or entitled to bear flags in its territory shall not display their
badges or flags within the territory of the other Government.
Article 8 .
Should one of the tw T o Governments call upon tribesmen for milit ar y
service from a tribe temporarily resident in the territory of the other
Government, no objection wall be offered by the Government of
territory in which that tribe is temporarily resident provided it 1S
understood that the fullest liberty shall be left by both Governments
to the tribesmen concerned to answer or refuse the call and provide
that such tribesmen as may respond to the call shall take away wit
them their flocks and families.

Related matters of discussion include the following: Gilbert Clayton’s mission; a conference agreement with tribunal representation; relations between Iran and Nejd relating to refugee issues; the British mandate; the railway in the southern part of Nejd; Mullah Hafiz; the Bahra agreement; the Hada Agreement; the Jeddah Agreement; and conflicts and riots between Iraq and Nejd around the frontier. The correspondence in the volume is mainly internal correspondence between British officials, although the Sultan of Nejd and officials from the Iraqi Government also feature.
