Prom—His Britannic Majesty's Charge d'Affaires and Special Commissioner, Tehran,
To—His Excellency the Viceroy (Foreign and Political Department), Delhi.
(Addressed Foreign Office, London, sent to Baghdad.)
Considerable improvement of administrative situation will result, it is
hoped, from certain dispositions and appointments which have been made
during the past few days.
(a) At last long pending question of Governor of Azerbaijan has been
settled by the appointment of Sipah Salar who is believed to be on point of start
ing by road for Tabriz. Major Eadie and Consul Bristow leave at same time
via Tiflis by rail.
(&) Governor of Ispahan. Owing to inability of Government to suppress
certain well known brigands who control trade routes, the state of the province
has been chaotic for months past. Pending creation of fresh forces by Central
Government, it was recognised that the only effective course for time being was
to make sure owing to our support of strong position enjoyed by Bakhtiari
Ilkhani

and to secure his co-operation. He was accordingly summoned to
Tehran and a compact has now been reached between

of Pinance.
4. In order to be at hand in case the affairs of Persia come before Peace
Conference EoreignJMinister with three companions, has been selected to proceed
to Europe. He has left for Batoum travelling in company of American
Minister who is also proceeding to Europe and America for consultation. The
composition of Persian deputation, who were chosen by Shah and not by
Cabinet, is not a very happy one but they have been given explicit instructions
by Cabinet, and themselves profess to realise that their only chance of cutting
any ice during their mission is to be so temperate in their representations as to
secure confidence and co-operation of Great Britain’s constitutional allies. It
is probable that Sarum-ed-Dowleh will direct work of Foreign Affairs, as well as
that of Minister of Finance, during the Foreign Minister’s absence.
