My Lord, Constantinople, March 28, 1891.
WITH reference to your Lordship’s telegram to me of the 24th instant,
instructing me to urge the Grand Vizier to take steps for the withdrawal of Hussein
Agha from Alashgerd, and for inquiring into the crimes of which he is alleged to be
guilty, I have the honour to transmit to your Lordship a copy of a Memorandum by
Sir Alfred Sandison, reporting an interview he had with the Grand Vizier upon my
instructions.
I shall not fail to inform your Lordship of any action taken in the sense of my
representations by the Grand Vizier.

WTTH reference to Lord Salisbury’s telegram of the 24th March, 1891, regard
ing Hussein Agha, of Patnos, I have the honour to report that on Tuesday last,
I made a strong representation to the Grand Vizier in the sense directed.
I also sent his Highness an extract from Mr. Acting Consul Hampson’s despatch
of the 7th March, 1891, setting forth the serious charges against Hussein “ in
his capacity as Mudir of Patnos,” and urged upon his Highness the necessity of giving
orders for Husseins removal and recall to Erzeroum.
His Highness replied that he would first inquire on the subject from the Valis of
Erzeroum, Van, and Bitlis, the two latter of whom are desirous oi ha\ing Llussein
tried in their respective vilayets

I HAVE the honour to transmit herewith copy of a despatch from Her
Majesty’s Acting Consul at Erzeroum, inclosing one from Her Majesty’s Vice-Consul
at Van, transmitting translation of a list of crimes and other incidents alleged to have
occurred, and the Vali’s answers thereto.

I HAVE the honour to forward to your Excellency two copies of Vice-Consul
Devey’s despatch of the 30th December, inclosing the answers of the Vali of Van to
the list of crimes alleged to have occurred in that V ice-Consular district, with
Mr. Hevey’s remarks on these answers.
