The Secretary of State for War has circulated General
Haldane l s telegram Z945 of Slst Decembor regarding withdrawal to
tho Basra Vilayet, which should bo read with Sir P, Cox A s telogran
104 S. of EOth December. Prom the latter it will be seen that the
civil and military authorities are agreed that "whereas withdrawal
to line indicated might be possible £ years hence, proposition is
not a practical one for the present purpose"•
General Haldane^ telegram raises some questions of a politi
cal nature as to which I have sent another telegram to Sir Gox
(copy circulated herewith), I will circular© his reply v/non ro-
ceivedo Meanwhile I only want to say j ,-
(1) As I understand. no decision has yet been taken by His
Majes ty T s Government I do net know therefore what it is to which
the Secretary of State for War fears that the authorities on the
spot will offer "a very stubborn resistance". I presume that, until
a policy has been laid down, it is their duty to say what they think
and not what they are wanted to think,
(£) It is tolerably clear that withdrawal to the Basra
Vilayet is inconsistent with the execution of the mandate. I hope
therefore that my colleagues will at onco address themselves to the
question, as one of high policy, whether they are prepared to resign
tho task which, at their own request, has been laid upon them. UnJfril
that question has been answered it is futile to attempt to prepare
military estimates,
(3) If His Majesty^ Government decide that they must
break all their pledges and relinquish the mandate, a further question
arises before estimates can be prepared. General Haldane thinks that
Basra Vilayet can be held with one division, presumably on the
hypothesis which he mentions
