of April 12th repeated for information to Washington,
and Saving to British Middle East Office Cairo, and
Moscow.
My telegram No: 242.
The Shah received me in audience today. He began
by saying that Minister for Foreign Affairs had informed
him of conversation reported in my telegram 260 and that
it had now been decided to communicate the recent
correspondence with the Soviet Government to the Security
Council for its information.
2. We then discussed the future on lines indicated
in my telegram 261 and His Majesty as he is wont, dwelt
upon the strategic aspect, leading to conclusion that
with the forces at his disposal he would hope to delay
advance of Red Army into South Persia if he had the
necessary equipment particularly aircraft. He said that
the United States Government had now found a means of
meeting freight and insurance charges on ten million
dollars arms credit and that he hoped the material would
be shipped within the next few months.
3. Turning to the seven years plan the Shah said
that he did not think that the passage of the bill would
be long delayed once the annual budget had been disposed of.

The crisis in question was premeditated by the refusal of the Soviet Union to relinquish occupied Iranian territory in Azerbaijan following the Second World War. This lead to a series of domestic conflicts in Iran that involved the Tudeh party, Prime Minister Ahmad Qavam, the Shah of Persia, and the British forces that had occupied southern Iran. The papers include reports on various meetings with the Shah by the British Ambassador in Tehran, as well as more detailed reports on various political factions and parties within Iran, and their respective external allies. Several reports mention the implications for, and involvement of the Anglo-Persian Oil Company in the crisis, and the future Prime Minister, Mohammed Mossaddegh. The file also includes a summary of the Persian Government's seven year development plan.
