recovery of their lost ascendancy at the Court of Teheran, con
sidered necessary for the protection of the Indian Empire, and
Sir Harford Jones was sent by the British Government to oust
the French and negotiate a new treaty with the Shah. The
Indian Government also sent Sir John Malcolm on his second
mission to Persia. The Shah having lost all faith in the pro
fessions of the French, which, in consequence of the peace with
Russia and reverses in Europe, they were no longer able to
fulfil looked with renewed hopes to England, and agreed to
received the British mission. General Gardane, altogether
Ictt in the lurch by his Government, could do nothing more
than protest in accordance with the Finkenstein treaty, which
stipulated that no English subjects were to enter Persian terri
tory, and announced that he and all members of his embassy
would have to leave Persia it the British mission were per
mitted to enter Persian territory. Sir Harford Jones landed at
Bushire on the 13th October, 1809, left that port in December,
and reached Teheran on the 14th February of the following
year, a few days after Gardane had left. Thus abruptly ended
f ath Ali Shah s dream ot recovering his lost provinces from
Russia with the help of the “Conqueror of Europe,” and Sir
Harford Jones found no difficulty in concluding a preliminary
tioat}' on the 12th March, 1809, by which all previous treaties
contracted by the Shah with European powers were annulled
the Shah engaged himself to prevent the passage of European’
armies through his dominions towards India, and the English
were to assist him with troops and officers free of charge or

Report on the Persian Army by Lieutenant-Colonel Henry Philip Picot, Military Attaché and Oriental Secretary, British Legation, Tehran, Persia.
The report is divided into two parts. Part 1 consists of an introductory note, list of works consulted, chapters on general information about Persia and the history of the Persian Army (written by General Albert Houtum-Schindler), and an appendix on military pay, ranks, titles, and decorations. Part 2 consists of eleven chapters on recruitment, infantry, irregular cavalry, regular cavalry (the Cossack Brigade), artillery, miscellaneous irregular bodies, departments of the army, military schools, uniforms and equipment of men, uniform of officers, and decorations, medals, and orders.
The report has a preface written by the author in January 1900 (folio 3).
At the back of the volume is a map of Persia, Afghanistan, and Beluchistan [Baluchistan] (folio 84).
