With reference to your letter No* 19Q114/c/l4o of
the 3rd December enclosing a copy of a telegram from His
Majesty 1 a Charge d’Affaires at Washington respecting a
shipment of goods from Bagdad to New fork, I arri directed
by the Board of Trade to state, for Mr. Secretary Balfour's
information, that they are aware of no objection to the
delivery of the documents to the consignee in Bev. York,
seeing that Bagdad has been certified to be in effective
military occupation, but that the matter would appear to be
mainly for the
India Office
