Sir,
I am instructed by the director of the ^ar
Trade Department to state, for the information of
Sir L. Worthington Kvans, that he has been furnished
by the Board of Trade with a copy of a certificate
given under paragraph 3. of the Trading with the
Enemy (Occupied Territory) Proclamation, 1915,
certififying that the Wilayats of Basra and Bagdad,
excluding the district of Anah on the Euphrates, may
be regarded as territory in friendly occupation*
In this connection I am to refer to Foreign
r J Office letters numbered 79327/X. of the 25th April .1917,
^ fVv-* and 196 /a/ 1150 of the 8th June last, concerning the
export of goods on Prohibited List B. to Basra without
Privy Council Licence^ and to enquire whether in the
opinion of Sir L* Worthington Evans goods on this list
may in future be exported without Privy Council Licences
to the territory now certified as being in friendly
occupation.
