Passing to the question of the Ruhr, his Excellency professed the most complete
assent to the British point of view.
When I remarked, as Sir Eyre Crowe had done on a previous occasion, that, if this
were so, it was a pity that the Italians had not fallen into line with ourselves at Paris,
the Ambassador explained that it was only the financial and economic proposals, which
had been contained in the British plan, with which his Government disagreed, but that
in every other aspect of the case they were entirely on our side. For instance, they
strongly objected to military occupation, in which they had been disinclined to take
part. Their situation, however, was different from our own inasmuch as they bad no
troops employed. But they were convinced that the French plan, in its political and
military aspect, was mistaken, and they were very much alarmed at the consequences
which might ensue. His Excellency said that he had read my speech in the House of
Lords two days before upon the question of possible intervention, and with what I had
said he and his Government entirely agreed. Nevertheless, he eagerly awaited the
moment when such intervention might be found possible, and promised me the heartiest
co-operation of his Government in any measures for bringing it about.
