Government ot India have suggested Colonel
Kennion tor S-iiraz "b :i t unless there are special
reasons for the - appointment of the latter very much
prefer Colonel Gough to he nominated there and Kennion
to Kermansliah. The latter is well acquainted with
parrnan Fama aid having been in Teheran understands
the circumstances ot His Highness' appointment aid
the services we expect of him u He will also be
able to reach Shiraz long before Kennion; the
presence of a representative of His Majesty's Govern-
ment is very urgently required.
Addressed to Foreign Office sent to India_ and
Basrah.
