.Vith reference to your letter of the 12th instant
(P.3703) respecting the office allowance assigned to His
ha jesty's Consulate at Shiraz, I am directed by the Secretary
of State for Foreign Affairs to state, for the information
of the Secretary of State for India in Council, that the
original provision which was based on an under-estimate of
requirements, was put forward by Lieutenant Colonel Hotson,
an officer appointed by your department, and he was also
responsible for the excess to July 22nd,1920. The excess
expenditure from that time until the end of the March quarter
19c,l, was incurred by Major Weir, also employed by your
department. X am to suggest that, if further explanation
of the excess is required, reference might be made to those
officers.
.2. Mr. Consul Chick carried on the arrangements made by
nis predecessor until December 1921 when he furnished a
report on which the new allowance is based. If any explana
tion of items occurring in the new provision is desired this
department will be glad to refer to Shiraz for the necessary
details .
3. The excess expenditure under reference was authorized
by this office for the reason that it had actually been
incurred, and that the officers concerned acted in good faith
and in the interests of the public service. This department
would consequently be averse from holding them personally
liable to meet the excess.
